May 20 on The Story: Ever the environmental trailblazer, Oregon in the early 1970s became the first state in the nation to pass a beverage container deposit program. The Oregon Bottle Bill accomplished what it set out to do — reducing plastic, glass and metal litter along the state's roadways and in its waterways, encouraging recycling. But the bill also allows anyone who redeems those bottles and cans to make some money back, and over the years, they've become an important source of income for homeless people. More and more, that's contributed to complaints that the Bottle Bill is fueling the state's addiction crisis, while redemption sites become magnets for bad behavior.
