The short answer: The Commanders will fund the stadium. The District will be responsible for horizontal construction of the neighborhood and site. This is everything surrounding the stadium: infrastructure, parking, transit improvements, etc. That project is estimated to cost the District $1.1 billion. Rather than using tax dollars to cover that, Bowser explained that $850 million would come from the money freed up from refinancing old District debt. The remaining $250 million will come from the Nationals Park being paid off 10 years ahead of schedule.
