UN Secretary General Antonio Guterres says a UN conference on aid is taking place "in one of the most difficult moments" he has witnessed. Addressing the conference in Seville where dozens of world leaders are gathering, Guterres adds "if a country feels it has to increase its defence spending, it should use its own resources for this and not finance the increase in defence spending by reducing humanitarian aid to the world's most vulnerable people."
