July 10 on The Story: A new report from the Multnomah County Auditor examines the use of jail sanctions, one way in which people on parole or probation in the county can be punished for violations of the terms of their supervised release. Though the number of people on release has been cut nearly in half since 2019, the duration of jail sanctions — meaning a stint in jail as a result of a violation — has nearly doubled in that same period. Wrapped up in all of this is the fact that many people sanctioned have a history of mental illness and homelessness, and are disproportionately Black or Native American. And jail sanctions can be broadly imposed for technical violations, referring to violations of release which have nothing to do with a public safety risk or a new crime committed.
