June 12 on The Story: Late last week, a federal judge delivered an order that was a long time coming, holding the Oregon Health Authority in contempt for failing to abide by court orders requiring that criminal defendants in need of mental health care be promptly admitted to the state psychiatric hospital. The state has repeatedly failed to keep those defendants from sitting in jail, in violation of their rights. Now, with the state facing heavy fines for every person who has to wait on treatment, advocates hope that Oregon leaders will finally have incentive enough to make major changes to the psychiatric care system — both for criminal defendants and for the vanishing number of civil commitment cases.
