The Howard County Prosecutor has re-filed murder charges against Kevin Maddox after dropping those charges in April. The new charges come exactly two years after Maddox was first charged with the murder of Chad Rouse. Rouse was shot in the back in November 2006. It took almost 20 years to make an arrest in his murder. But the case against Maddox was dropped in April, at least in part due to a shortage of prosecutors who could take it trial. Those charges were dismissed without prejudice, which opened the door to bringing them back. "They get arrested. They get charges dropped, let out and now we are back to refiling the charges," Rouse's sister, Heather, said Friday. On May 30, 2025, the charges were re-filed. A warrant was issued, with bond set at $300,000.
