Description
The Howard County Prosecutor has re-filed murder charges against Kevin Maddox after dropping those charges were dismissed in April.
The new charges come exactly two years after Maddox was first charged with the murder of Chad Rouse. Rouse was shot in the back in November 2006. It took almost 20 years to make an arrest in his murder.
