Aug. 8 on The Story: Portland City Council on Thursday approved a $3.75 million settlement with the family of 30-year-old Immanueal Clark-Johnson, a Black man who was shot in the back by a Portland police officer in 2022 and died days later. That night, police were looking for the suspects in an armed robbery, and started pursuing Clark-Johnson and his friends. They had the wrong car. And when Clark-Johnson ran from the traffic stop, officers said they thought he was reaching toward a gun. That also turned out not to be true. After police shot Clark-Johnson, the family's wrongful death lawsuit claimed that officers waited over 20 minutes to render first aid — time that may have cost the man his life.
