Aug. 7 on The Story: When Multnomah County first looked to open its deflection center in Portland's Central Eastside, a number of neighbors resisted, assuming it would become a magnet for homelessness and crime. But it hasn't been what they expected. Instead it's been quiet — few people seem to come and go from the building. That tracks with county data. Over the first three months of this year, 42 people engaged with the program, meaning that they showed up and talked to someone. Of those, just six people actually completed deflection, which means that they accessed some kind of service. But for the many thousands of dollars being spent each month on the program, some doubt that the pace is enough to justify its cost.
