July 17 on The Story: Portland City Council voted unanimously on Wednesday to send a ballot measure out to voters in November that would renew the city's parks levy. A renewal is one thing, but the council's proposal would actually raise the levy by 75% — a tough sell when there's been mounting frustration in Multnomah County about the area's total tax burden, of which even Gov. Tina Kotek has taken notice. At the same time, Portlanders were very clear in a recent survey that the city's parks are valued above nearly all else. And at the same time, the city's parks department has been drowning under a backlog of maintenance projects without the funds to tackle most of them.
