Oct. 16 on The Story: The Portland City Auditor released a report this week digging into the financial state of city parks, and it's dire. While it's been no secret that Portland Parks & Recreation assets are in disrepair, with a maintenance backlog in the hundreds of millions of dollars, the news is that the city still has no way to pay for it. In fact, the city has continued to fund new parks assets with no plan to pay for upkeep — sometimes not even bothering to come up with maintenance cost estimates. That said, we spoke with one Portland city councilor who sees this as a valuable opportunity.
