Sept. 24 on The Story: Portland City Council discussed this week whether to foreclose on eight properties across the city, each of which has an owner indebted to the city for many thousands of dollars. Several of them are littered with trash and frequent targets for vandalism, some attractive spots for squatters. For neighbors, these abandoned properties are the source of an endless and miserable cycle — unless the city can intervene to stop it by taking control of the properties and auctioning them off to someone who will clean them up.
