Sept. 18 on The Story: Early this year, the city of Portland kickstarted a 100-bed homeless shelter operated by The Salvation Army off North Killingsworth and North Williams — just one of many moving parts for Mayor Keith Wilson, who came into the office with a promise to open 1,500 new shelter beds by December. But some homeowners near the Moore Street Shelter, as its called, say the location has become a magnet for crime and livability issues since it opened, and it has them ready to pack up and move. They're looking to places like the Pearl District for support, where neighbors have been particularly outspoken — and particularly organized — in making their feelings known.
