Description
The city of Muncie has been paying a firefighter to NOT work for nearly two years, and some city leaders say it’s time for that to change.
Muncie Fire Department captain Troy Dulaney has been on paid administrative leave – accused of leading an exam cheating scheme – since May 2023, and he has been collecting his full salary the whole time.
According to city salary records obtained by 13 Investigates, Dulaney has collected $138,416.61 to stay home during his paid leave.
City records also show the Muncie Fire Department has paid approximately $151,000 in overtime to other firefighters who covered Dulaney’s shifts while he’s been ordered to not report to work.
