The City-County Council is reconsidering a proposal that would approve the mayor's appointment of a new director for Indianapolis Animal Care Services. On Monday, Feb. 3, Kelly Diamond's role was supposed to be approved. She is the current interim director for the department. However, councilors voted unanimously to send the proposal back to the Community Affairs Committee for more discussion after more than a dozen volunteers showed up in protest.
