A volunteer fire clerk testified in court that Richard Allen was in an investigation file marked "cleared" by police in September 2022. Allen went to police two days after Libby German and Abby Williams were found dead Feb. 14, 2017, to let them know he was on the Monon High Bridge in Delphi the day the girls went missing. A DNR officer testified this morning that there was nothing about Allen that stood out as unusual when he was questioned then.
