Richard Allen has been transferred to an out-of-state prison.
According to Oklahoma Offender Lookup, Allen was transferred from the Pendleton Correctional Facility in Madison County, Indiana, to the Lexington Assessment and Reception Center in Cleveland County, Oklahoma on Friday, July 18.
13News is working to learn the reasoning for the transfer. On Monday, July 21, the Oklahoma Department of Corrections responded to 13News, explaining that the state has had an interstate compact agreement with Indiana since 2017, and has the same agreement with several other states.
