State Representative Richard Hayes, R-District 57, wants to change the definition of aquorum in the Texas Legislature from two-thirds of members present to a simple majority.The Republican says Texas is one of only four states that still has the two-thirdsrequirement. Ballotpedia tells us the other three states are Indiana, Oregon and Tennessee.
