Aug. 21 on The Story: The Multnomah County Board of Commissioners today wrapped up weeks of focus on its Preschool for All program by putting any big changes on hold. Passed by voters in 2020, the program is funded by a tax on high earners in the county and aims to eventually provide universal preschool for 3- and 4-year-old kids of county residents. But it's increasingly been a source of division. Business leaders in particular argue that it's contributing to an untenable tax burden which is driving wealthier residents out of the county. Many supporters of PFA argue, on the other hand, that changing the tax rate or indexing the taxable income thresholds will destabilize the program and make it untenable in the long run.
