Description
There's a dispute in Noblesville between a neighborhood homeowners association and the family of a paralyzed teen.
The dispute is over a proposed ramp in front of their house. Last year, Corban Phillips was paralyzed in a trampoline accident. His family says an accessibility ramp is important for him to move in and out freely at their new home. But when the family turned to the Morse Pointe HOA for approval of a proposed ramp, they said things got complicated.
