Music still plays, dim lighting flickers and business spaces sit empty at Washington Square Mall on Indianapolis' far east side.
Property manager Keith Lee Jr. says the property's owners, Durga Property Holdings, inherited problems when they bought the mall in 2019 and that the pandemic made conditions worse.
