Description
Murder charges have once again been dropped against a man accused in a cold case murder in Kokomo, but this time, charges won't be refiled.
Kevin Maddox was accused of murdering Chad Rouse in 2006. His charges were dropped in April due to "staffing issues" at the Howard County Prosecutor's Office, but charges were refiled in May.
But on Wednesday, Aug. 13, after a judge had read instructions to the jury, Howard County Prosecutor Mark McCann asked the judge to dismiss all charges. Double jeopardy rules, which prevent someone being tried for the same crime twice, mean that Maddox can never again face a trial for Rouse's murder.
