A 3-year-old's biological father and his girlfriend were both arrested for allegedly beating the toddler on Indy's west side Thursday. On Aug. 7, IMPD officers responded to a report of a child who had fallen and was unresponsive in the 7400 block of Waterfront Drive, near North Girls School and Crawfordsville roads. When police arrived on the scene, they found a "stiff, unresponsive and emaciated child covered in bruises." According to court documents, the 3-year-old girl was also soaking wet, and her father described her as "limp, like a rag doll."
