A suspect has been arrested after a construction worker was shot and wounded Monday morning after a confrontation about speed in a construction area, according to a spokeswoman for the Adams County Sheriff's Office. Isiah Small, 21, was arrested by Adams County detectives on charges of first-degree assault and felony menacing.
