Description
The Belgian government returns a painting to the family of a Jewish art collector after it was confiscated from him in France during the Second World War, promising a regulatory framework to address the issue of art looted by the Nazis. The restitution is symbolic, since this watercolor by Belgian painter Félicien Rops (“The Absinthe Drinker,” 1877) was bought back from the heirs of the Jewish collector Armand Dorville.
